The 30% rule is commonly discussed as a planning guideline suggesting that a remodeling project may become more complex when its scope reaches a substantial portion of an existing home. It is not a universal substitute for project-specific review. The actual implications can depend on the proposed work, local requirements, existing conditions, structural changes, and whether architectural or building permits are needed.
